Forget about higher education and cramming for final exams. Los Angeles Community College has announced a new whistleblower program for students to take part in, according to the Daily Breeze.
What's so important it requires snitch recruitment? A $5.7 billion bond-funded construction program that came under fire in March after it was revealed that bond money for the project was spent on "unauthorized, non-construction" activities.

LADWP Responds to Overcharging Settlement
After yesterday's announcement of an $160 million settlement in the case where the Los Angeles Department of Water and Power "knowingly overcharged State and local governmental agencies for electricity (as the State Attorney's Office put it)," the city agency released a statement online only (mysteriously, it wasn't e-mailed). Basically, they say everything is fine and dandy and not to worry about your bills:
