Cream butter, sugar, eggs. Sift together (twice) flour, cream of tartar, baking soda. Add to butter mixture. Drop cookies on ungreased baking sheet. Mix 2 Tablespoons sugar with 2 teaspoons cinnamon and sprinkle on top each cookie. Bake 8-10 minutes at 400 degrees Fahrenheit.
