In a report following the 2010 shooting of Westlake resident Manuel Jamines by LAPD Officer Frank Hernandez , the LA Police Commission stated that Jamines asked to die. Jamines was reportedly drunk and carrying a knife when Hernandez shot and killed him, after having been called by a concerned resident.

The Los Angeles Police Commission ruled Tuesday the officer involved in the September 5 fatal shooting of a Guatemalan day laborer Manuel Jamines "acted lawfully," reports KTLA. The shooting occurred when police on bicycles, responding to reports of a man with a knife, confronted Jamines ordering him to put the weapon down. When he refused, fearing for their safety, officers opened fire, killing the 37-year-old.
Beck Pledges Speedy Probe Into Day Laborer Shooting
Los Angeles Police Chief Charlie Beck has pledged to speed up the internal investigation into the shooting of Manuel Jamines, a day laborer who was allegedly intoxicated and brandishing a knife during a confrontation with the police, according to an AP report published by the Mercury News.
LAPD Chief Beck Heckled During Westlake Community Meeting
The meeting was set up for Wednesday night to discuss the weekend's fatal shooting of a day-laborer who was allegedly threatening people with a knife.
During the meeting, Beck "was heckled and booed by many in the crowd of about 300." Beck asked for calm and respect in order to facilitate a productive discussion, however shouts from the crowd calling the LAPD "killers" and "assassins" among other outbursts, forced Beck to "step away from the microphone."
