The Hollywood & Highland ownership, The CIM Group's involvement (they were just given a princely loan from The City for another project too.) The Hollywood Boulevard and Western Ave intersection had a lot of puzzle pieces in place for it to be called a neighborhood on the rise. Not only has the rise ceased, but it's in an obvious tailspin.
