He has been the subject of an FBI investigation for nearly a year as part of an inquiry into another Chinese-born engineer convicted in 2007 of stealing military data for the Chinese government. Their slow burn starts with an ocean of cars clogging PCH in South Bay; then it bubbles over into pure civic rage with a gas tax measure on the November ballot.
