Suspect who Killed 4-Year-Old Arrested

Howard Astorga, 25, an alleged gang member, was arrested for the Monday shooting death of 4-year-old Robert Lopez. Astorga "is a recently paroled convict who has served prison time for firearms, narcotics and other offenses," Deputy Chief Sergio Diaz said, per the Associated Press. On Tuesday, Lopez was walking just two doors from his house between Echo Park and downtown with his sister when a bullet meant for another alleged gang member fatally hit him in the chest. Police announced the capture of somebody Thursday night in preparation of this morning's early press conference, but rumors spread that multiple suspects had been arrested. 4-Year-Old Killed in Shooting near Downtown

Roberto Lopez just turned four last December. Late yesterday afternoon he was walking with his sister two doors down to a community center on the 1200 block of Court St. near Angelino Heights and Historic Filipinotown when a bullet fatally struck him in the chest.

Just like yesterday, when we announced that while the federal government can rob medical marijuana dispensaries, citizens can't, we find that LAPD officers are not allowed to rob drug dealers. In a separate case from the widely known Rampart Division Scandal, a group of rogue officers held up at least 30 drug dealers in a two year period ending in 2001 according to CBS2 News. After the robberies, which included taking the drugs, money and anything that look valuable, the officers would split the loot, sell the drugs to another dealer and proceed to split those profits (so wait, did they ever rob the dealer they dealt to?).
