  If I'm not mistaken, the County usually has a contract to clean the catch basins out every year, before the rainy season. I think that's supposed to take care of the trash the street sweepers don't pick up....

  @ dreaminggreen - LA County doesn't get the IE's runoff pollution, that'd mostly go to Orange County, as the only watershed to go into the IE (San Gabriel River), barely reaches there. Personally, I blame the valley and Pasadena....

  In realty, they should use the design speeds for the speed limit. If a road was designed for 55 MPH and it's currently 35 MPH, it'd go up...but at least people shouldn't complain about speeding. Instead, they'll be complaining to...
