Time To Wrap It Up, L.A. Porn Industry: Condoms In Porn Ordinance Passed Into Law
Los Angeles has become the first city in the nation requiring adult film actors to use condoms while on set. City Council voted 9-1 favoring the proposed ordinance today.
In addition to requiring adult film actors to practice safe sex, the ordinance will also force production companies to pay a film permit fee. The fee will pay for inspections enforced by the city.
Last Tuesday, City Council voted 11-1 on the ordinance but needed a super majority of 12 votes to adopt the measure. Councilman Mitchell Englander cast the lone dissenting vote today, a vote which required only a simple majority of 8 votes for final ordinance approval. Since City Council has approved the ordinance, the measure will not be placed on the ballot in June (sorry, voters!), saving the city $4 million in ballot costs.
The AIDS Healthcare Foundation (AHF) collected approximately 71,000 petition signatures, exceeding the needed 41,138 signatures, in order for City Council to consider the initiative, dubbed the City of Los Angeles Safer Sex In The Adult Film Industry Act, in December.
Some adult film actors object to the ordinance. Nina Hartley, an adult film actress and registered nurse, said, "It's pure politics. It's not going to make anybody safer," adding that the condom law will spur more underground filming, reports City News Service. Hartley said lengthy sexual intercourse sessions during shoots, some which last between 30 and 60 minutes, will lead to chaffing when using protection, causing open sores and a greater risk for sexually transmitted diseases.
AHF will lead a new ballot initiative forcing the L.A County Department of Public Health to closely monitor the industry for STDs.
