No Street Cleaning Tickets Between Christmas and New Year's

If you forgot to move your car before leaving town for the holidays, you might be in luck: NBC Los Angeles reports that the city won't be issuing tickets to vehicles parked illegally because of street cleaning.

The street cleaners themselves have the days following Christmas off, so rather than ticket cars even though they're not actually in anybody's way, the city is reportedly opting to forgo tickets for this particular offense altogether between December 26 and December 30. This is the first year this practice has been implemented.

    I contested the ticket and won. My claim was denied at the administrative review step but I requested a hearing and the hearing examiner approved my claim. I presented the same evidence in the hearing as in the administrative review. I'll let you draw your own conclusions about what that means. Lessons learned: 
    1. Even if parking enforcement personell aren't issuing tickets, that doesn't mean LAPD isn't (my ticket was issued by LAPD)
    2. When you contest a citation, take the dispute through all the steps, even if you are denied at first.

    Timeline:

    12/30/2011: I submitted the dispute form on the LA Parking Violations Bureau web site.

    01/04/2012: Letter from the Bureau saying that I did not include the citation number and my license plate number. I check the screenshot of the confirmation page from my submission and it shows the citation and license plate fields filled in accurately.

    01/04/2012: I reply to the Bureau's response with the requested information, including a photocopy of the citation.

    02/24/2012: Letter from the Bureau saying my claim was denied because the citation is valid. I can request a hearing if I disagree with the decision. If I request a hearing, it will not be granted until I have paid the citation fee.

    02/27/2012: I send my request for a written hearing to the Bureau.

    03/10/2012: Letter from the Bureau saying the hearing conducated on 3/6 found me not liable for the citation since the citation fell within the period of relaxed enforcement. I'll be issued a refund within 30 days.
