Miguel Ruiz Fabian, a 24-year-old Santa Ana public works intern, faces his arraignment today for charges of creatively using his cell phone to record video of men in the City Hall bathroom.

Peeping Fabian has been charged with 23 misdemeanor counts of disorderly conduct by unlawful viewing. Prosecutors plan to set his bail at $15,000 today.

The Cal Poly Pomona engineering student allegedly taped 64 videos of men defecating and urinating between December 28, 2010 and May 31, 2011, reports LA Daily News.

We wonder (but refuse to imagine) what Fabian planned to do with five months of solid lou footage.

He was arrested in June after a city employee "saw something odd on the floor" of the bathroom and captured the phone. The employee confronted Fabian, who refused to discuss the situation and demanded he be reunited with his device. Denying the suspicious intern his cell phone, the employee handed it over to the police on March 31.

If convicted, Fabian faces up to 11.5 years of jail time. We assume he will serve his time sans cell phone.
