California Dream Act Part A Signed Into Law Today By Governor Jerry Brown

During a visit to Los Angeles today, Governor Brown signed into law Part A of the California Dream Act (AB130). This section grants students who meet the in-state tuition requirements permission to apply for and receive specified financial aid programs administered by California's public colleges and universities.

Angelica Salas, Executive Director for the Coalition for Humane Immigrant Rights of Los Angeles (CHIRLA), released a statement praising Brown's actions.

“We applaud Governor Brown’s leadership and signature approving part A of the California DREAM Act. AB130 becomes law at a very critical juncture in our history. While many states have chosen to legislate hate and division by approving anti-immigrant laws, Calfornia’s governor sends a strong message that investing in today’s student population, regardless of their immigration status, is smart, practical, and the right thing to do."

Part of her statement explained how this act, in conjunction with AB131, will affect immigrant students.

"AB130 will partly open doors once closed to bright and talented immigrant students who are undocumented. Together, AB130 and AB131 will facilitate, not guarantee, access to limited funding opportunities for worthy students entering or finishing college. The California DREAM Act does not change a person’s immigration status."

Passage of AB130 validates the enduring struggle of stalwart supporters, including Los Angeles Assemblyman Gil Cedillo.

Part B, which currently awaits passage, will allow students that meet the in-state tuition requirements to apply for and receive Cal Grants by California's public colleges and universities.

Salas spoke on behalf of CHIRLA regarding their vision for the Dream Act.

"We welcome the opening of this window of opportunity, and for the benefit of the state’s prosperity, we look forward to the approval of part two soon.”

The bill will not become operative until July 1, 2012.

    Wow I was called a "white cracker" haven't heard that term in awhile. Actually I'm a white medical professional and proud of it. Educated by my own hand because gee I couldn't qualify for any handouts. Maybe I should have lived in CA. Unfortunately, sir it sure doesn't say much about you to sink to calling others' names to try and prove your point.

    I don't live in CA but I live in NV where the illegals have basically taken over, leaving AZ in droves to escape the new laws. Ill be honest and say that I applied for a Naval position but with all the illegals overrunning the state, Ill stay here. Its cheaper and laws like this one, haven't yet reached Carson City.

    talking about. I saw illegals for every single round my doctor was on
    call who paid absolutely 0 on their bills walking away from any
    accountability AND actually having the balls to come back and DEMAND
    further care. If your paying taxes and your not a documented worker,
    then I say whose ssn did you buy because here in NV you can, and most
    illegals do, buy some old person's ssn and stick them to pay tax on the
    money they make and send back to Mx.

    pay until your broke, have your home taken from you, be told your
    loosing your job because it's being outsourced to countries south of the
    US and now have to move and start over, then you will have some rights

    If everything you described in the second paragraph happened to you, then that is really quite tragic and I'm sorry to hear that. I'm not entirely sure, however, how jobs being outsourced to other countries is necessarily related to illegal immigration. My understanding of outsourcing is, admittedly, limited, but it seems more an effect of liberal trade agreements allowing companies to manufacture elsewhere and import finished products back to the U.S. without tarriffs or trade restrictions. I don't see how that is impacted by illegal immigration one way or another (well except that, in the case of Mexico, a lot of the people who came over during the 90s bulge were displaced corn farmers driven out of business by cheap American corn that flooded Mexico after NAFTA). Otherwise, I'm curious.

    First of all, I've been here for 23 years, worked for 11 years! I've had a VERY VALID SOCIAL SECURITY NO., not bought and paid for, as you would assume, because like most ignorant people you put me on your list of stereotypes! And if you are in the healthcare field, I suggest you find a new career. There isn't a hospital in the world that would deny care to ANY patient! No matter what their status is! You're just bitter because you are 47 years old and your life has turned due to the economic status of the country. Immigrants did not cause that, bankers did! You are taking it out on the wrong people!
    And by the way, I was illegal until about a year ago, met my American born husband and got married. Therefore, I am here to stay! Sorry, not going absolutely anywhere. And unlike you I'm trying to make a difference, instead of sitting there and bitching about it!

Whether you want to call us undocumented or illegal, I would consider this an opportunity to have some of the people in your state actually give back to society. Those students who will obviously benefit from this want an education and those who actually graduate with bachelor degrees will give back to California as professionals!

In answer to your question, YES I DO GET A PAYCHECK AND PAY MY TAXES every year, for the 11 years I've been working in this country. You people speak of how when someone arrives here illegally, they get everything handed to them? Healthcare, food stamps, benefits? What country are you living in? Illegals or undocumented immigrants do not qualify for any of this things! When applying for any of it, they will request social security no.'s and alien no.'s before handing anything out! Not once in the 23 years I've recited in this country have I seen or heard of anyone other than legal CITIZENS AND RESIDENTS qualify for any government help. Its sad to see how opinionated you all are, but in reality have no idea what you are talking about!
    You rant about how your grandparents came here legally? Well if I may remind you, when your grandparents arrived immigration laws were very different than today's laws. What did they do, come here, get inspected and signed on a dotted line? Yeah, most likely. You have no idea how difficult it is for anyone to become a legal resident/citizen nowadays do you.
    You arent the only one paying property taxes. You think because someone is undocumented, they cant own homes? There are plenty of undocumented home owners, and I bet they will back this bill up as well, being tax payers and all.

  • It disgusts me that legal residents that the education their property taxes pay for will go to education another country's citizens and not ours. It's not about skin color, it's about that piece-of-garbage "country" to the south's inability to get out of the 18th century and support its own citizens.

    I'm dead tired of seeing Mexicans all over my town, sitting outside of Home Depot and doing jobs which should require a wage for pennies on the dollar. Equally sick of the contractors who hire them to circumvent paying into the economy. And I would love to see the state refuse to hire union labor from now on, cutting out those parasites and getting our job force back on track.

    I'm ashamed to be a Californian today.

  • Pretty much...plus, we're all immigrants to this continent, we really don't know exactly who came here first, and Latinos used to totally own this land before the U.S. did. It's really disgusting to see so much ignorance and hate...legal immigration takes a lot more money than these people make in a year, and applications in Mexico can be turned down for literally any reason, even if the person handling your paperwork decides they don't personally like you.


    I'm glad we're helping to educate young people, no matter where they're from.

  • Evidence of ancient human migratory paths have shown an excellent ability to navigate the oceans, and live off food supplies in diverse kept forests for generations before making it to the Western shores of present day North America. We don't know who these people were, and where exactly they came from. 

    The Americas have always been a land rich in the diversity of people, and calling people racists based on your own xenophobia only speaks further to your ignorance. Immigration now is very different from immigration 100 years ago.

    What about people chanting "white power," or the KKK? What about Republicans dismantling funding for our education system? You can't blame people who aren't white for your problems forever...

  • How about this: do you support the Peace Corps? That organization is funded by taxpayer money and helps volunteers educate people in other countries (among other things). Do you support education? What about highly skilled & educated non-Latinos trying to start their lives in America on expired Visas?

    Just because someone isn't here legally doesn't mean they never pay any taxes, and whenever we invest in quality education for our young people --regardless of where they come from--  everyone benefits from the enrichment it brings to society as a whole. Unless you're a racist, in which case there is no point in trying to convince you that not white people aren't horrible.

    Also, about your comment below - the immigration your grandparents went through was much different than how it's run now, especially for people in Mexico trying to immigrate. I don't hate America, but I'm definitely disappointed by the short shortsightedness and ignorance of some people who live here. You can choose to educate yourself or hurl insults, the latter just supports your ignorance and makes your points invalid to me.

    I applaud Governor Brown and California !!! Now the illegals we are running out of Georgia have a piece of the pie. The states that encourage illegal immigration will reap what they sow, and those trying to remove them through attrition also get their wish. Unfortunately, Obama will funnel billions of dollars in federal tax money to California to fund your little Dream, instead of letting you fail on your own. I can only hope that the NEXT president(Obama has no chance in 2012) comes to Cali , rounds up all the little dreamers, and punts them back across the border.
  • Finally some good news for those hard working students who will fight in war for this country which is the only home they know. Brown knows that they could make a positive change to this state because this country was built for immigrants no matter if they were legal or illegal. Immigrants (legal and illegal) made this country the most powerful worldwide, so now is time to reward such hard work. Illegal immigrants are the only people who will do the work that others are too lazy to do. They pay their taxes and they got nothing back when they are retired because they do not have the “right to be here.” How come they do not say “they do not have the right to be here and we do not want their money that is being deducted in their paychecks?” Ignorance is what is making California go to bankruptcy, so in order to help California to be more competitive we need to send people to school regardless  their immigration status.

    Not to put too fine a point on the matter, but being in the country without proper documentation is not a crime. It may be illegal, but there is no jail time or criminal penalties attached to it. Speeding is illegal, but it won't land you in jail (on its own), so it's not criminal. Entering the country without documentation: illegal? yes; criminal? no. Simple as that.

My parents came here from Europe, it wasn't easy for them but they did it legally waited and saved until they could come as law abiding people not criminals sneaking in the dead of night. I went with a friend to be sworn in as a citizen one of the proudest moments of my life. He waited 7 years for this to be final there were people from countries I never heard of all very proud and LEGAL I will never forget that day.

    It's difficult for you and your associates to let the word "illegal" pass your lips, instead softening the truth with terms like "undocumented".  Well, guess what - they are ILLEGAL immigrants, whose very presence is a violation of the law.

    California no longer has a pot to pee in, yet you have the almighty gall to come up with handouts like this?

    This is a common misconception. There may be private scholarships/grants involved, but AB 130 also includes Board of Governors (BOG) Fee Waiver, and Institutional Student Aid: Student aid program administered by the attending college or university (i.e. State University Grant, UC Grant).

    I'm just setting the facts straight as the rhetoric leans towards this being NOT using PUBLIC FUNDS, while, in fact, it does. This comes directly from CA Assemblyman Gilbert

    And as for AB 131 only being assigned to ILLEGAL ALIENS after US citizens are handled is misleading. Lori Nehzurah, Governmental Relations staff of the California Student Aid Commission, has been misquoted in perpetuating in this matter: EGPnews.com"On behalf of the California Student Aid Commission, I am requesting a correction to a quote attributed to me, Lori Nezhura, Legislative Director for the California Student Aid Commission, in the “Trying to Keep the Dream Alive” article posted on July 14, 2011.It is imperative that your readers be informed that the number of High School Entitlement Cal Grants and Transfer Entitlement Cal Grants are unlimited and available to all students meeting financial need, GPA, and other eligibility criteria. Therefore, if passed, Dream Act students will be able to receive these awards if they meet the same requirements.Conversely, the number of Competitive Cal Grants is limited. However, the bill stipulates that Dream Act students may only receive one of these awards provided funds remain after all eligible non-AB 540 California residents are awarded. Since approximately only 1 in 10 eligible applicants currently receive a Competitive Cal Grant, it is likely that there will be no fiscal impact to the State with respect to this particular program."So, where is this money supposed to come from?

    I am now voting Republican on every issue and candidate so that this can be repealed and deportations en masse may start.  We have allowed ourselves to be inundated with ILLEGAL ALIENS who take our jobs, ruined our education system by catering to them, and now, have pushed out LEGAL IMMIGRANTS and US CITIZENS from receiving their entitled share of these monies.  If AB 131 passes and gets signed, I fear that many people will not wait until the next election to rectify this self-hatred californians seem to have for themselves and their own children.
