Shortly after confirming Charlie Beck as the new Chief of Police, the Los Angeles City Council unanimously voted to ban cat declawing within city limits, joining a group of other cities such as West Hollywood, Santa Monica and Beverly Hills.
A state law that will go into effect in 2010 will ban cities from banning declawing, hence why so many cities are seeing these new laws. "Given all the problems in California and the state taking money and property taxes from us, it seemed obscene and ridiculous to me that they would tell us how to regulate this," explained Darryl Moore, a city councilman in Berkeley, where a ban was passed last week, to the New York Times.
Banning declawing is not without controversy. "It is not mutiliation. It is not the equivalent of taking off a person's fingers," said Dr. Martin Mackie to the Daily News. "They make it seem much more dastardly than it is." He says age is a big factor in a cat's behavior.
Breaking the law and getting caught will earn someone a misdemeanor. However, how the law will be enforced is unknown.

There is no licensed vet by the name of Martin Mackie. Also, the "psychologist" quoted in the Daily News story is a fraud. She's not a licensed psychologist or even a doctor. She gives dieting advice on line, that's it. She's not authority on animals or psychology. Declawing a cat is inhumane and unnecessary.
Aside from the poorly qualified people that were quoted, what a poorly written article!

I'm sorry but this is confusing. So does that mean cities that have not yet banned declawing cannot choose to ban it later? So the state is preventing people from choosing to vote on this in the future because of a law they are passing? This doesn't make much sense and it would be nice to elaborate.
You are reading it right. State law will forbid cities from creating legislation that would ban declawing. The state law removes everyone's right to choose, and makes declawing legal in perpetuity in any city that has not already passed legislation banning it.
How this state law came into being is a story I don't know and would love to see some reporting on. The fact that legislation can be created that forever removes the people's right to vote on an issue does not seem constitutional. To me, this is very much a form of censorship. How can this be allowed?
