Just what Los Angeles needs. Another old white guy thats been a cop for 40 years to lead the department in a city thats mostly latino and black. Same sh*t different day. This guy will probably keep the status quo which is to keep feeding people into the California Penal System. His job is to simply keep his fellow cops employed. Public safety is the chiefs last concern. So what if 90% of the people in prison now will eventually get out. He'll do like every other chief and let someone else worry about that!!!

That's a cop out. The parents aren't only to blame.
We don't have a proper and useful education system. Kids in bad area's of the city go to school and get a pass from teachers. Not that teachers should be babysitters, but they should stand up to the students.
And most of these kids that you are talking about have parents that work two jobs, and/or are 1 parent households. What do the kids do after school? Go home or hang out with other kids and that can lead to trouble. There are very few school provided after school programs from elementary school children.
You have to start young.
If you want a better society, cleaner streets, etc., the city govt has to be prepared to do more than send in cops to whip ass. There needs to be an infrastrucutre to offer support and better education and more useful govt programs.
And let's say worst case, the parents are drug addicts or criminals themselves, how do you think the child will be raised? The cycle keeps going until there is a proper level of support and a real mechanism to provide an alternative life style.
Excellent reply trojan2002. I cant agree with you more. I work full time and make just above the median national average and I cant afford to live in a good area. My wife is in college full tome to become a nurse so that we can boost our income. When I got married she worked as a clerk for $11 and hour. I told her that wasnt gonna cut it. She is in school full time and getting good grades but with a young son things are tight. We are talking skin on your teeth tight. I couldnt imagine having a grown teenager or two to deal with. We would not be able to continue to live in Los Angeles without her degree providing the much needed income boost.
I have the deepest sympathy for the families working to keep a roof over their heads in this economy. Teenagers with alot of time in a city the size of Los Angeles is a recipe for trouble.

Congrats to Charile. Charlie's dad, George Beck used to be on the board of directors at Angels Gate Cultural Center, where I work, and was one of the most thoughtful, involved members of that board, and a person of impeccable character. If Charlie's anything like his father, the LAPD is in good hands.
Fun Beck family fact. Charlie's mom, who I believe is in her 80's is a leading powerlifter in her age division.

You talk about tax dollars and after school programs... I'd rather have my tax dollars go to after school programs, early learning programs, parental education classes, and other community social improvement programs, where positive contributions can be made, RATHER than having the state spend $40K/year to keep a person in jail.
Right now you're tax dollars are being wasted paying for people in jail because those indiviudals, for the most part, will not contribute to society and replenish the tax dollars they cost.
This isn't a political issue anymore, if it continues to be then nothing will ever get solved.
Elected officials are slaves to their donors, and unless the people step up and demand for the cycle to stop, it will go on FOREVER. Like I said, 20 years and still the same arguments, still the tactics, still the same results.

The first thing I would cut would be the FAA. I would keep the rules in place but cut funding to zero. Trojan2002, we already contribute to aftershchool programs to deter kids from gangs and they have not worked. You said we have been at this for over 20 years - more now 30 years.
The real problem is summed up when they put to death the guy who started the whole real gang thing in la in the late '70s. He wrote kids books in jail (or at least his lawyer/girlfriend did) - when they executed the guy, the community (South LA, Central LA, whatever it is called) said that it is an injustice to execute him and that he changed is life and is good for the community. This dude destroyed thousands / millions of lives. When he broke into a home and shot a guy with a shotgun - he was really a contribution member of society.

My Consitution does not give the governent the right to pay for everything for everyone, does not give the right for the government to mandate that I have health insurance. The only thing the Constitution mandates the government to do is protect us from enemy lands (ask Dick Cheney about this one.)
And one thing about this socialist crap as you call it. If Obama-care passes, here is my scenario I opt out of insurance, pay $2000 (round up from $1850) fine and if I get sick, the government pays for it. This will be much easier and cheaper than to pay the $3000 tax i am looking at for my healthcare + increased costs. I have employer paid health insurance - how is Obama-care better for me? And the 45 million without insurance is BS. It is more like 10-15 million - we can solve this problem using other reforms strategies.
And one last thing that will annoy me till the day I die, why do I hear "I can't pay for college!!" GET A LOAN MORONS. I have 17 more years of payments on my school loans but it is the best investment that I could ever made.

FAA is paid for by airlines who collect only a fraction of the cost from fliers.
FCC, fairness doctrine will never happen because supreme court would stop it. But the FCC exists so that kids don't see porn on tv on saturday morning cartoons.
FDA exists so the ecoli in the ground beef doesn't kill more than 2 people.

And not everyone can qualify for a student loan.
And in fact, right now, student loans are harder to get than ever. But that's because the govt essentially took over the student loan programs this year.
You guys are living a dream if you think more social programs for kids are going to work. I grew up during the 30 year trial that they have experimenting with and it has FAILED. Every day more gang members. It is generational. The only way to stop the cycle is if you remove it from society.

My answer is I am planning on moving from the greatest city and state there is. Not to say I won't come back but the time is coming to leave. Gangs is only a very small part of that choice - just wait to see how bad things can get when jobs continue to flee the state. If health care passes with cap and tax and California cap and tax taxes, there will be no more manufacturing jobs in California. It is going to be really bad and violence is going to skyrocket.
