So water mains are bursting left and right around the city causing damage and distress but the DWP is expected to get pay raises within the next few years? How does THAT work?

What, you think an aging water-supply infrastructure and the LA City Council passing a watering-restrictions law that's putting that infrastructure under unusual stress means that the people tasked with repairing that infrastructure when it breaks don't deserve reasonable raises?

When the people in charge make mistakes, the workers should get punished?

How does THAT work?
