After the Obama Administration's take on medical marijuana and a superior court judge's ruling against the city's enforcement of a dispensary, City Attorney Carmen Trutanich submitted an ordinance that may be taken up by city council quickly.
The newly proposed ordinance--the fourth to be considered--is reported to be the most strict version yet. "Under the measure, the shops will be open only from 10 a.m. to 8 p.m., will be allowed to have only five pounds of marijuana on hand and no more than 100 plants," says the Daily News. "Also, all the marijuana provided must have been grown by the collective." Additionally, locations not following city rules will be forced to shut down immediately.
But the proposal is not without potential controversy and lawsuit fodder. Dispensaries would be required to hand over the names of members and providers to police, owners of new locations will have to notify neighborhood councils and the city council, the sale or manufacture of edible marijuana treats will be banned and those with a felony record in the last 10 years, or on parole or probation, will not be allowed to manage a shop, according to the LA Times.
Not only that, they must be located "1,000 feet from schools, parks, libraries, religious institutions, child care facilities, youth centers, hospitals, medical facilities, substance abuse rehabilitation centers and other collectives."
It would also force the closure of all dispensaries that opened after the moratorium to shut doors for six months. The 186 pot shops that were already operating before the ban will have six months to bring their facilities up to code, if the new ordinance passes.
The proposal could be taken up and made law quickly, maybe as early as next week.

I understand the reasoning for this, however "the sale or manufacture of edible marijuana treats will be banned" really really bothers me. As jrb pointed out above - what about people with lung cancer? And what about people who have cancer or some other illness, PERIOD, that absolutely do not want to smoke? Going to force them to make their own butter/tea/etc?
no edibles is really the worst idea. Do you know how many people prefer that for their medication than smoking! plus we live in the 21st century, not everyone wants to make their own edibles, etc.
There was just a city council vote to ban edibles a month or two ago and it didnt go through...dont they get the idea!
oh man, they need to start interviewing the patients to understand what we really need.
I hate to say I told you so (or do I?) but all the people who've been abusing the loopholes are finally ruining it for folks who are actually ill.

Well, people who use it recreationally and the folks who want to make money off of them are the reason for the explosion in dispensaries which is leading to a possible ban on edibles which hurts the sick folks. I believe if you're not sick you shouldn't get a medical card - it's not like it's hard to find pot.

Cooley and Trutanich will spend umpteen thousands of tax payer dollars, end up looking stupid, meanwhile the clubs will stay open, (even the bad ones).
But GAWD forbid either of them look bad to the old fogey conservanut voters who just can't see marijuana as anything other than a gateway drug to heroin.

This is some bs. "the sale or manufacture of edible marijuana treats will be banned" - Really? So the healthier option would be banned? And people who don't have the lung capacity for smoking are just SOL or have to go through the process of making their own edibles. 1,000 feet away from schools? The collectives are incognito as it is. This is weed, not crack. Nothing is going to happen to kids if there is a marijuana collective nearby.
I guess I know which a-hole I'm not voting for next election.
