An Orange County Police Sergeant has been on administrative leave since May over a domestic violence call, but now officials are finding that he used law enforcement databases for dates and to look up rival men. Sgt. Bill Arganda of the Westminster Police Department stands accused of searching the database some 4,000 times and has been accused of domestic violence twice. Of those databases searches, there were "a blond Fox news correspondent, a woman from a gym class, a mother from his daughter's kindergarten class, his ex-wife and ex-girlfriends as well as the new men in their lives," according to the Orange County Register, which dives into the Arganda's history. He is an 18-year veteran.

Actually yes, it would be tempting. But as an officer, you must restrain from the powers given to you.
I expect the percentage of cops (and others with access) who actually do restrain themselves from abusing such databases is somewhere between zero and none. As long as the databases are allowed to exist, they will always be used this way.

I once knew a female investigator who used the database in exactly the same way -- to look up info on potential dates.
She offered to do the same for me on a woman I was dating at the time but I declined. Looking back on it now though, I wish she had.
Geez...what a nightmare.
As a database profession I can tell you that this sort of thing is always in our thoughts. But to make the data useful and easy to access means it is always just as easy to abuse.
Only law and the threat of enforcement can prevent such crimes. And they are crimes.
A lot of social service agencies only allow employees access to their district, and no family members or close relations can be served within their district for precisely this reason.
No one should not have unfettered/unsupervised access to the databases. In this corrupt world, that is insane.
There need to be stricter watch dog policies and built in limiting parameters.
at least this way he'll know if the women he's interested have a record or not.
i kinda doubt he was looking up just their "record".

Bill Arganda has been written up and Disciplined NOT Once, NOT twice, but 3 TIMES FOR MISUSE WITH THE CLETS SYSTEM DATABASE. Thats NOT EVEN HALF THE OTHER THINGS HE'S DONE! Why is it that this Sergeant can get AWAY with many Domestic Violence cases ESPECIALLY IF ALL CRIME ELEMENTS HAVE BEEN MET ON EACH CHARGE! Lets just say all the Evidence and Facts ARE THERE!!!!!!!!! I really think that WPD needs to be overlooked. They have let this guy off too many times. Whats it going to take? How many MORE GIRLS NEED TO COME FORWARD ABOUT THIS. Maybe when one of them end up dead because he loses control so easily that they will then realize he is a threat. Believe me its a REPETITIVE CYCLE WITH HIM!It does state in the report that his ex-wife is a "Personal Friend" of the Chief. Sgt. Bill Arganda has also threatened his ex wife that if she DID NOT do something to get this to go away that he will make SURE THIS AFFECTS HER AND THE KIDS! What I posted earlier under CODE4GUY is 100% TRUE, LETS JUST SAY I KNOW!!!
