As Los Angeles gears up for the 2010 census, a recent USC study has found that California's adult population will soon shift from a majority of non-natives to natives,. which has political, educational and economical implications. They are products of the school system, for better or for worse," said one of the principal study authors who pointed out that natives would more likely vote in higher taxes to see a better return in education funding.

As of right now, more than 70% of Californians ages 15 to 24 were born and raised in the state with nearly two-thirds of state residents 45 to 54 years old were born out of state, the LA Times noted.

Outrank at what? Do you mean outnumber, or something else? Sorry if I am missing something.

"…natives would more likely vote in higher taxes to see a better return in education funding."

What is study author suggesting here?

That natives are more concerned about the quality of schools their kids attend than transplants?

That they've been baking in the sun for so long they're unable to recognize CTA's fraudulent ballot measures and vote against them?

That having been educated in the LAUSD they lack the analytical skills required to understand the myth of a direct link between more money and better schools?

I think the point is that they know first hand how much the schools have declined in this state.

When California led the nation in public education, it was funded through property taxes. Then came prop 13, the move to fund education out of the state general fund, and the eventual decline of funding to the point where now California ranks 49th in per pupil spending. When Warren Buffet was Arnold's financial advisor he told Arnold that the property tax situation in California will lead to the state's decline. Said Warren, "I pay 3 times more property tax on my $600,000 home in Omaha than I do on my $3,000,000 house in Laguna. The California property situation must be dealt with"' Of course Arnold immediately let Warren go for making such bombast. But Warren Buffet was right. Prop 13 is no free ride. It has consequences and we are experiencing them now. Those opposed to prop 13 (including Warren Buffet) predicted this day would come, and here it is. So don't complain about education, you're getting what you voted for when you voted for prop 13.
