Although they admit the lead time to market the program was insufficient, Metro and the City have not committed to operating late-night Red Line service again in 2009, according to a report (.pdf) published by the Department of Transportation this week. However, they do believe Metro can "operate effective additional service" if funded and that the community may have an interest in seeing it happen again during the 2009 holiday season.
The department operated late-night DASH service in downtown to compliment the subway line, but the report does not analyze their own service. Based on four nights of ridership surveys, Metro estimated that about 1,000 boardings occurred nightly during extended hours.

I don't know why they keep pushing for late-night service during the holiday season. That's usually the time of year that me and all of my friends are broke and not going out anyway--and if we do, it's to a holiday party.
Why not provide it during the summertime when people are more apt to go out. Moreover, while our weather doesn't ever get too terrible during "winter", it does tend to rain more and it does get colder. People who don't usually use the Metro are more likely to use it when the weather's great and walking is actually pleasant outside.
Oh, you and your rationality. Psssh :P
Proof that Metro continues to miss out on opportunities for people to, oh, gosh, I don't know, USE their services!!!
Weekend late-night service year-round (particularly in good weather when people are out, out, out) would be the absolute right thing to do. With TAP cards and fare barriers that's more people riding, paying fares, and more jobs for operators.
Ridership will never increase to any great degree until Metro offers late nite service 7 days a week 365 days a year like the rest of world megalopolises do.
Otherwise, good luck getting concertgoers, gamegoers, theatregoers, restaurantgoers and party/clubgoers out of their cars. No one is going to want to embark on a rushed evening that's cut off like coitus interruptus running for the last train at midnite or so (or earlier) when they wanted to enjoy the evening with friends and significant others til 2-3am.
