Since the Fall, Los Angeles has been adjusting parking meter rates throughout the city to an increased $1 per hour rate at the minimum (you'll find some meters up $4 an hour) and they expect to be done by the end of January. Not only that, beware of the time. The days of free parking after 6 p.m. is over--numerous areas will now have meters in force until 8 p.m. The worst part of this transition is that in some areas, meters say they are enforced to 6 p.m. and the signs above say 8 p.m. What to do? What to do?

Don't forget no more free parking on Sundays either!
Their desperation for money is getting out of hand! The other day I got an expired meter ticket, even though the meter I had parked at was out of order (flashing "FAIL") and had a bag wrapped around it, along with all the other meters along the street that were also bagged. Good thing I took a cellcam picture before walking away so that I can contest it. Highway robbery I tell ya... literally.
Was it on Ventura Blvd, Foodeater?
Nope, on La Cienega between Beverly & Melrose just near Real Food Daily. The whole row of meters were bagged (this was last Tuesday), and I could clearly see the flashing FAIL sign underneath at the one I parked at. They're not getting a dime out of me on this one!
I am finding the same thing on Ventura Blvd near Sunnyslope.
When you came back, was it still flashing fail or had it been reset? Here's the low-down:

Thanks for the info. Yes, the bag had been ripped off by the meter maid (and left at the base of the meter as trash) and the meter had been reset - when I returned it had zeros instead of FAIL. I do still intend to fight it so I will keep you posted on the outcome.
Isn't it illegal to park at a FAIL meter?
To the best of our knowledge, are they still allowing cars with Clean Air stickers to park free in the City of LA?
no idea on the latest of clean air stickers, will find out.
It is not illegal to park at Failed meters, but if they get fixed while you are parked there, whether it resets on its own or by the hands of DOT, then you're in for a ticket.
Sorry, Foodeater, as much as I support you and hope for the best, I know you won't win unless change occurs. As much as it sucks to find tons of failed meters where parking is hard to find in the first place, it's currently not a winning situation for the citizens, but if you're down, let's follow the story and see what solutions can come out of this. Let me know...
I would, however, file a complaint since the officer did litter.
Yeah, I'm still going to try and fight it, this is really ridiculous. The meter was broken and covered and it was perfectly good place to park... what is one supposed to do, just not park there because the dumb machine is broken? Lame!
I've got photos of the bagged meter with the blinking fail sign showing through, and you can clearly see both my car and it's plates in the background, and it's date/time stamped... so I plan to jump through all of their red tape and loopholes for as long as I need to. It's so not about the money, it's the principle of the thing.
Oh and yeah, I took a picture of the ripped bag left lying on the street too! Not sure I can do anything by way of complaining about that since I didn't actually see the officer do it, though it was obvious that they were the only person who would have.
