Sounds more likely to be an opportunity for insurance companies to "opt out" of paying for victims of Tsunamis at a posted area. Sort of like the seatbelt law lets them off the hook if you're hurt in an accident while not wearing a seatbelt.

Gee, I wonder how much it's costing tax payers to have signs placed to tell people in the (unlikely) event of a giant wave, GET OUT OF THE WAY.

Its definitely spine chilling yet comforting at the same time. Much like the Hurricane Evacuation signs I encountered hauling ass out of Katrina's path.
