<description>&lt;p&gt;those signs are a good idea.  the vandalism must stop.  a better warning system, (if the vandalism stops) is to have digital signs which all can be changed to signal different layers of warnings.

<description>&lt;p&gt;Sounds more likely to be an opportunity for insurance companies to &quot;opt out&quot; of paying for victims of Tsunamis at a posted area. Sort of like the seatbelt law lets them off the hook if you&apos;re hurt in an accident while not wearing a seatbelt.&lt;/p&gt;</description>
