the reason the police didnt say anything for so long is because the people being killed were poor, blacks, and too minimalize them more, their possible drug addicts, and street people, I am sure if suburban white women were being attacked the Police would have been all over it.

Why not tell the media and get the word out?

Simply put, because then the guy may change tactics. If he knows what the police know, he'll be able to cater an alibi much better, either to the police or to friends and family who may be suspicious.

The argument against this is that by not warning people, you're putting them in danger. That said, I don't think crack addicts who sell their bodies to strangers are going to be too concerned about a serial killer.

Not saying it was a great tactic, but I'm sure there were good reasons behind.

"the part about living a life of perfect honesty and making amends would have been difficult."

Very true, and as most recovering addicts will tell you, not following the program to the letter, or trying to skip a step, will cause back sliding.

"More likely he was in jail for something unrelated - maybe meth or crack dealing charges?"

Yea, I think that's the line of reasoning the police are following.

Hey, just my inner Jerry Orbach mouthing off!

I sure hope they catch him. From the looks of those photos some of his victims werern't much more than babies when they were killed.

There are theories it is like an addiction, but the part about living a life of perfect honesty and making amends would have been difficult.

More likely he was in jail for something unrelated - maybe meth or crack dealing charges?

Strange there is only one man - and he got away. Something weird happened there. I will have to go back and read the full Weekly story before I posit any more of my CSI-watching theories.

Theory time.

It seems this guy preys on crack addicts who trade sex for drugs. So it's pretty likely he is a crack addict himself. Anyone who has ever been around someone smoking crack knows that they unergo an extreme personality change once they're "sprung". Maybe this person's personality change involves a sociopathy that only emerges when he is "sprung".

What if the haitus, when this person wasn't killing, was a period of sobriety? Perhaps he had some success in a 12 step program such as N.A. or C.A.

From 1985 thru 1988 he was killing pretty regularly. Perhaps '88 thru '02 was a long period of sobriety. '02, '03, and '07 could have been back slides where the individual got tempted to use again, did, and went right back to the killing mentality he got when he was getting high regularly.

Just some thoughts.

Actually, rewards really only just interest the media so the case gets more exposure. It isn't really about convincing people to come forward:

It is sad that we live in a society that has to offer money as a reward to motivate others to offer information about a serial murderer
