Many of the parks and golf courses where I live have been converted over to recycled water for landscaping. So if you see a city worker obstensibly wasting water, you might want to check to see if the hose is connected to a purple-colored connection. Purple connectors mean recycled water and while it is not wise to waste, it wouldn't be a sin to hose down large areas provided it is recylced water.

It just wouldn't feel like L.A. anymore without watering the sidewalks and streets in addition to the colossal waste of water keeping the grass green is, in our semi desert conditions. We need that water run off to keep city workers patching water erosion caused potholes in business. Wasting water is good for the economy. (Sarcasm)
