According to DWP's Drought Busters, the guy I spoke to said that the high pressure spray machines also use sigificantly less water than a common garden hose. Commercial buildings downtown are allowed to hose their sidewalks as long as they are using a water broom, high pressure spray machine, or a sidewalk sweeper. They are NOT allowed to use a regular hose. The guy I talked to said that this was a citable offense.

I'm happy to say that one of the worst perpetrators of water waste downtown is now using one of those water brooms.
