Gov. Arnold Schwarzenegger signed a piece of legislation on Monday that changes the language in Proposition 1, the high speed rail bond.
Now it will be Proposition 1a, but there's a problem: the voter guides have already been printed with Prop 1 language, not Prop 1a's. Therefore, an additional voter guide will have to be printed at the cost of approximately $4 million, according to Secretary of State Debra Bowen.
Schwarzenegger, who is big on fixing the budget deficit, could have signed the bill before it went to the printer, but he chose not to in order to make a point. He told the state legislature earlier this month that he would veto all bills put on his desk until the state budget was passed, which was due on July 1st. On Monday, he reversed that decision for a few bills that he supported.

The change in language is bothersome. Especially the "Place limits on spending, including the amount spent on studies and plans, administration and purchase of right of way."
My favorite of all the CAHSR publicity renderings for one nerdy reason:
Instead of showing the cheese-eating surrender-monkey TGV like most of the other shots, It's a Shinkansen 700 series, built by a country that knows how to deal with earthquakes.
In reality we'll probably get an evolution of the Fastech 360 Shinkansen or the EMU replacement for the TGV, the AGV.
