Or is there going to be regulations of how businesses misuse water too? On my commuter, I constantly see businesses spraying down sidewalks with hoses, There is even a park near my house where the grounds keeper spays down the sidewalk 3 times a week. I'm sure that businesses on Wilshire in Beverly Hills have enough money to hire a guy to sweep the sidewalk. </p>
