<description>&lt;p&gt;Maybe the taggers got violent because we decided to &quot;get tough&quot; with them - and put them in jail with huge fines, and a prison system that will keep pulling them back in for minor violations of parole for years.

The problems that arise from getting caught doing what you love/are addicted to are so hard to shake that if I were a tagger I&apos;d carry a piece for sure.

Why not embrace spray paint art, and create thousands of valid places and venues for all this rage and emotion to pour out? It would be a hell of a lot cheaper to view taggers as citizens, instead of as &quot;criminals&quot;.&lt;/p&gt;</description>
