When the beaches at Venice, Dockweiler, Playa del Rey and Del Rey Lagoon get packed with over 100,000 people, the city has to deploy and/or extend services to make sure things run smoothly and that the afternoon and nighttime beach exodus doesn't hinder the neighborhood streets too much.
But to do that, purely for administrative reasons, the City Council must go through a motion every year to approve high attendance days when the temperatures are over 75 degrees as a "special event" (this happens tomorrow, motion is below). But, thing is, the time frame keeps getting pushed back. In previous years, the motion generally lasted through September, then October and now November (with a December clause). Blame global warming and high heat? Maybe. Or Los Angeles and its quality beach time is just as popular with a now bigger audience.
MOTION (ROSENDAHL - HAHN) relative to declaring public gatherings at Venice Beach, Dockweiler Beach, Playa del Rey Beach and Del Rey Lagoon, between 11:30 a.m. and 7:30 p.m., each weekend from July, 2008 through November, 2008, as well as any weekend thereafter through December 31, 2008 a Special Event (fees and costs absorbed by the City = $564,559). Recommendations for Council action:1. DECLARE the public gatherings at Venice Beach, Dockweiler Beach, Playa del Rey Beach and Del Rey Lagoon, between 11:30 a.m. and 7:30 p.m., each weekend from July, 2008 through November, 2008, as well as any weekend thereafter through December 31, 2008, when the temperature is forecast to exceed 75 degrees AND a determination has been made by theLos Angeles County Lifeguards and the Los Angeles Police Department (LAPD) (Beach Detail) that over 100,000 people are expected to attend, a "Special Event" and INSTRUCT the involved City departments to perform such services as detailed in the Motion, including the waiver of all fees (costs absorbed by the City) and requirements for services associated with this event as may be requested/determined by the LAPD.
