<description>&lt;p&gt;Inside the proposal that LADOT is sending to the Council they aren&apos;t planning on asking for any sort of fee from passengers.  Because of some federal regulation about transit to private venues, they are going to use charter buses, and at least for the pilot program it would be cost prohibitive to have toll collecting machines inside the buses.&lt;/p&gt;</description>
