Yes, the Parks website is verifiably based on code copied from the Obama site. Every web page has source code that tells the computer what to display. The code for parksforsupervisor.com includes this at the very top:
Also, the code for the Parks page actually still includes many references barackobama.com and embeds some images directly from the Obama web site. If you click the thick horizontal gray bar below "Support the Movement" above "Meet Bernard Parks - For LA County Supervisor", you will be taken to the Obama site.

update: i saw video of the gas station on the news this morning and wouldn't ya know it, people were lined up in their idling SUVs, some saying that they drove 100 miles to get there. Hmmmm... looks like some people aren't understanding "big picture".
