Make the regulations needed for feeding homeless people impossible. i.e. portable, hot running water, soap, sinks, and towels. Steam tables to keep the food at a certain temps. You know, things that only a group with a lot of money could possibly come up with. If they don't have it all cite them for health violations. Healthier if the homeless eat out of garbage cans and dumpsters I guess.</p>
