<description>&lt;p&gt;Or they could just do what The City of Santa Monica did when I was volunteering with Food Not Bombs.

Make the regulations needed for feeding homeless people impossible. i.e. portable, hot running water, soap, sinks, and towels. Steam tables to keep the food at a certain temps. You know, things that only a group with a lot of money could possibly come up with. If they don&apos;t have it all cite them for health violations. 

Healthier if the homeless eat out of garbage cans and dumpsters I guess.&lt;/p&gt;</description>
