A friend who works for Pasadena city transportation told me that the lights in the city are PURPOSELY timed poorly to deter people from driving through town. Of course, then you end up with a whole bunch of residents that want to kill themselves every day. As much as I think some of the lights in LA suck from time to time, it's nowhere near as bad as the Pasadena lights.

I have always said to friends while fuming in traffic that traffic lights in this city need to be synchronized. There are just way too many areas that traffic lights just don't make sense.
