<description>&lt;p&gt;Some think that these busway accidents are caused by scofflaws.  Not so.  Data taken from the red light cams used there tell that for some reason - probably the very complex double and triple intersection design - the (mostly older) motorists who run the busway lights are an average of 9 seconds late.  Compared to the average at more conventional intersections in two other locales - one-half second.
