I haven't made that call yet, but I'm going to say that yes, since this was a planned operation on at night, when radios calls can be at its highest, it would seem the 24 or so officers would be in addition to normal patrol. Plus the helicopter pilot, plus the, plus the, plus ths....

I am always confused by these "what is cost" numbers being thrown around. All these people and vehicles are already on patrol, so these should be fixed costs, unless all these officers billed overtime to the city.
