Part of it had to do with lack of funds, needing more time for planning, and a desire to set themselves apart from the Rose Parade (which they were founded to spoof). It was very controversial, but as the officials said, it is the OCCASIONAL Dooh-Dah parade, not the ANNUAL Dooh-Dah parade, so people shouldn't expect predictability.
