You can fill in the online reg form here. If you're in LA County, it all happens quickly, via the clerk in Norwalk. But take care of it ASAP. If you're "decline-to-state" like me (yes, that's my postcard from Norwalk in good ol' tasteless Comic Sans) you can vote in the Feb 5 primary for a democrat but not a republican, as per this post.

You can enter your information online, but you cannot submit the application to vote over the Internet. After you enter your information on the state website, the registrar will send you your typed information, then have to sign and send it back to Sacramento. But it takes less than three seconds and is already stamped. VOTE!
