Recycling at Apartments in Los Angeles

Via Steve Hymon's Monday LA Times column on all things local government, apartment dwellers are finally able to participate in the city recycling program:

What can apartment dwellers in Los Angeles do this week that they couldn't do a couple of weeks ago?

Recycle.

For reasons difficult to explain, apartment and condo dwellers in Los Angeles have for decades had their trash picked up by private haulers instead of city crews. That, too, has meant that apartment residents haven't been able to participate in curbside recycling.

Thanks to the City Council and the mayor, that has changed. You can sign up your apartment building for recycling by calling the city's all-purpose line at 311. On the list of recyclables is packing foam, which many cities do not recycle. Packing peanuts, however, can't be recycled.

As to calling 311, we tried at 3 a.m. with no success of placing our order. However, by calling 800-773-2489 during business hours (up to 4:45 p.m. and includes Saturday), you too can be recycling numbers one through seven in those city blue bins. According to 311, operators will be taking the orders themselves in the near future. Only then will you be able to order your apartment recycling at 3 a.m.

i'm confused...i've lived in an apartment in a medium-sized apartment building in LA for the past two years and have been under the impression that i've been recycling this whole time. i separate my recyclables, put them in the blue bin my landlord provided, and the blue bin goes out on the road at the appropriate times. has my landlord been playing a trick on me (i wouldn't put it past him, really) or am i an exception to the rule?
