<description>&lt;p&gt;The incident

Organizers obtained all the necessary permits to hold a pro-immigration rally at MacArthur Park on May 1, 2007 until 21:00. At about 17:15 a few protesters began blocking the street, which the rally permit expressly prohibited. When several people began pelting Los Angeles Police Department (LAPD) officers with rocks, bottles, and other debris, police commanders declared the gathering an unlawful assembly and gave an order to disperse. The order was broadcast from a police helicopter circling the park, from police cars, and from hand-held bullhorns as a line of police officers in riot gear advanced slowly, about 50 feet at a time, allowing those complying with the dispersal order to retreat.[1] The orders were given in English to a crowd of mostly Spanish speaking demonstrators.[2]

According to lawsuits filed, the LAPD had approximately 600 officers on the scene, outnumbering the subset of protesters who threw &quot;plastic water bottles and oranges&quot; by about a 15 to 1 ratio.[3] All together, police fired 146 foam-rubber projectiles,[4] 27 marchers and 9 members of the media were injured, 5 people were arrested,[5] and at least 50 civilians filed complaints with the LAPD regarding mistreatment by officers.[6] 7[5] to 15[1] police officers were injured.

News coverage of the event, particularly from KMEX Channel 34, suggested that most protesters were actually demonstrating peacefully, did nothing to provoke the LAPD, and left when the order was given. Video footage shows police striking with their batons at apparently non-combative protesters who disobeyed the order to disperse.[7] [8]

The incident has received considerable attention from news media because many reporters were also pushed and beaten, notably Christina Gonzalez from L.A.&apos;s Fox 11 News (KTTV)[9][1], and Telemundo&apos;s National Evening Broadcaster, Pedro Sevcec. Sanjukta Paul, a National Lawyer&apos;s Guild observer, was beaten repeatedly by a LAPD officer, including a blow to the kidneys, as she attempted to separate police from the crowd. [10] CBS 2/KCAL 9 (KCBS, KCAL-TV) reporter Mark Coogan and his cameraman Carl Stein, were also accosted. Stein was struck on the ribs by LAPD batons. [2] Patricia Nazario, a reporter for KPCC, was beaten in the ribs and back, before being struck over the head with a baton. ABC 7 (KABC-TV) reporter Sid Garcia was hit by a rubber bullet, but it ricocheted off him. [11] Patti Ballaz, a camerawoman for KTTV who was injured, filed a claim for unspecified damages against the city and the police department. [12]

[edit] Response by government officials

At a press conference later in the day, Police Chief William J. Bratton indicated that an investigation was underway to &quot;determine if the use of force was appropriate,&quot; going on to state that &quot;the vast majority of people who were [at MacArthur Park] were behaving appropriately.&quot; [9] [13] Bratton indicated he may ask the FBI to investigate the chain of events.[14]

At the time of the events, Los Angeles Mayor Antonio Villaraigosa was on a trip to Mexico. He cut his trip short three days later, in order to personally oversee the investigation of the chain of events,[15] and asked Police Chief Bratton to oversee a &quot;complete and comprehensive review of this incident, including deployment, tactics, and use of force.&quot; [13] At a Sunday morning mass at Cathedral of Our Lady of the Angels on May 6, Villaraigosa said &quot;I come today with a heavy heart ... Nobody, nobody should be victimized in a way we saw women, children and families victimized just a few days ago.&quot;[16]

Los Angeles city councilmember Herb Wesson, whose district includes neighborhoods near MacArthur Park, criticized the police response by comparing it to beating of civil rights leaders in the South in the 1960s. He praised Bratton&apos;s response, though, saying &quot;I&apos;m proud that the chief said quickly that some inappropriate actions took place.&quot; [17] Fabian Núñez, Speaker of the California Assembly whose district includes MacArthur Park where the events took place, condemned the actions of the police by saying &quot;To say we are outraged is an understatement ... We want those responsible in the highest levels of the LAPD to pay consequences.&quot;[12] Robert Baker, president of the Police union, responded, calling Wesson&apos;s and Núñez&apos;s words &quot;police bashing that erroneously insinuates racial bias&quot;.[18]

[edit] Investigations

Four separate investigations were created to investigate the incident,[19] one of them being a special task force set up by city council president Eric Garcetti. The task force is composed of five councilmembers, and is co-chaired by Los Angeles city councilmembers Ed Reyes and Jack Weiss [20][21]. The FBI also investigated the incidents for civil rights violations[5]

On May 17, the American Civil Liberties Union filed a request with U.S. District Judge Gary A. Feess to look into whether the incident at MacArthur Park violated a 2001 consent decree which was a result of the Rampart scandal. If the judge finds the LAPD in violation of the decree, federal oversight of the LAPD could be extended beyond the current deadline of 2009.[6]

On May 29, Chief Bratton presented to the civilian police commission a preliminary findings of an internal police investigation, and on May 30 he presented the preliminary findings to the Los Angeles City Council. According to Bratton, the main reasons for the mêlée were &quot;a command and control breakdown,&quot; [which] began at the planning stages and dominoed throughout the event itself&quot;. [2]

[edit] Community response

On May 17, approximately 2,000 to 3,000 people marched in protest of the events that took place on May 1. The march started at a church 10 blocks west of MacArthur Park with a &quot;town hall meeting&quot;, and ended at MacArthur Park. The march was peaceful, without a single arrest, and the town hall meeting featured speakers such as Mayor Antonio Villaraigosa and Assembly Speaker Fabian Núñez[19][22], who later marched with the protesters. Police Chief William Bratton was also present at the march and town hall meeting.[23]

On May 7, 2007 Chief William J. Bratton announced a departmental reorganization. Cayler &quot;Lee&quot; Carter, who was a deputy chief and the highest ranking official at scene, was demoted to commander and assigned home duty.[24] On May 17, Carter announced his resignation from the LAPD, effective June 6. [25] In his May 7 announcement, Bratton also announced that Carter&apos;s deputy, Louis Gray, would be reassigned to the operations bureau, and that about 60 officers who were involved in the incident would be taken off the street, pending the outcome of the investigations. [24][26]

On May 9, the Multi-Ethnic Immigrant Workers Organizing Network filed a class-action suit against the Los Angeles Police Department and the city. [3]

On May 30, Bratton announced the creation of a new Critical Incident Management Bureau, and assigned Deputy Chief Michael Hillmann to head the newly created bureau.[5]&lt;/p&gt;</description>

There was a comedian that came to my college once.  I can&apos;t remember his name for the life of me, but here&apos;s a summery of his solution. 

Everyone is complaining that the illegal aliens are taking away jobs from hardworking Americans.
So here&apos;s what we should do.  Whatever jobs the aliens are working, we take them out of.  Then we offer the now open job to an un-employed American citizen.  If they don&apos;t take the job, we deport THEM and give the alien back their job and citizen status.

If this was actually done, I think there&apos;d be a lot more Americans in Mexico.

And I really am sick of everyone griping about how if people want to come to this country they should do so legally, blah blah blah.

I bet a large majority of those folks are white, and if you think back several hundred years, you&apos;ll see that whites were the ones that STOLE this country in the first place, and than settled their selves and claimed it as their our own. 

Everyone but the Native Americans are IMMIGRANTS, myself included...

I have a feeling that even though you are not an immigrant you are descended from one.  Perhaps you would not even be here if your great-to-the-Nth-grandfather (the immigrant) had been forced to return to his homeland.  Luckily for you he wasn&apos;t deported.  Instead he was able to get (and perhaps fought for) a better life for his descendants, which is all these folks want.

As you may recall from the Declaration of Independence, &quot;We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness&quot;.  Because they are unalienable, these rights are not granted by the government, but are natural rights that all people have irregardless of their country of origin.  

I suggest you actually read the US Constitution before commenting on it.  The fourth amendment concerns illegal search and seizure, not using &quot;...reasonable force to break up an illegal assembly...&quot;.  The first Amendment is the one dealing with *freedom* of assembly, not *restriction* of freedom of assembly.  It is a shame that so many Americans don&apos;t know what&apos;s in the Constitution or what the nation&apos;s founders were trying to do when they wrote it.  Unfortunately, the Federal government has deliberately eliminated the teaching of civics in public schools so many people no longer understand what it means to be a good citizen.  

There were a thousand May Day celebrations that went sour?  Wow, how come I didn&apos;t hear about that?  Such outrageous hyperbole really doesn&apos;t help your case.  Try to get at least a couple of facts right.  May Day predates communism.  Not every May Day celebration is about communism.  To many people it symbolizes the renewed growth of spring.  The Maypole is a phallic symbol representing fertility of the crops, not the destruction of a nuclear missle.  

It&apos;s kind of hard to form a good government when the democratically elected leader is overthrown by the CIA in order to get a leader more amiable to being a US puppet.  United Fruit in Guatemala is the first example that springs to mind, but there are others like Ollie North selling cocaine to Americans to fund freedom fighters (a.k.a. terrorists).  When our corporations go in and disrupt the economy of another country, I can understand why they would come here looking for a better way of life after we screw up their country.

I find it incredibly ironic that after all your vitriol that you admonish others to &quot;be civil, polite, honest&quot;.  You have not demonstrated any of those characteristics.  You need to follow your own advice so you don&apos;t sound like such a big hypocrite.

I am an American.  I respect your right to say whatever you wish even if I find it repugnant.  As one of those dusty old men said, &quot;It is precisely those acts of free speech that are most offensive that are most deserving of defense.&quot;  This means that once you start silencing one form of free speech you have established the precedent to limit more (and more...and more...).

You seem to want to put us on a slippery slope to a dictatorship wherein the government can silence any protest it doesn&apos;t agree with.  That sounds more like the KGB in the old USSR than the good old US of A.  I think you are the one that needs to relocate.  Try out one of the extremely authoritarian countries like what you want us to turn into.  I think you&apos;ll be begging to get your freedom back, but it will be too late.

What people seem to be getting sidetracked on is whether the people where there leaglly or illegally.  What if it was a peaceful demonstartion about something they cared about- what if it was about environmental polution or gay rights?  What would the verdict be then? 

If people can&apos;t meet peacefully then how can they meet? If people can&apos;t meet, how can they share ideas and become informed? These ideas, at base, are the roots of true democracy. 

Tienanmen square was also peaceful.  Remember when a student refused to leave the road? Was it then acceptable for the government to use force?

That said, arrest those who attacked the police. Charge them. But rout an entire PEACEFUL rally? Come on. Not only that, but I heard them say leave MacArthur Park, correct? So why did the police keep pushing the crowd down the streets? The LAPD seems to have a history of violent opression, and I understand that has got to be a hard job, but when a reporter for FOX News quotes an officer as saying &quot;Double time, it&apos;s tussle time.&quot; well, that proves there&apos;s a problem greater than the stress of policing a city like LA. Every time something like this happens, more and more people get angry at the government and the police. No one wins.

So, stop oppressing the majority (the protestors) for the mistakes of the minority (those who fought the police).

Is it going to take this happening at an anti-abortion or gun rights protest before the other half of this country realizes it is an attack on our constitutional right of assembly? As someone said before me, I don&apos;t necessarily agree with the content of the demonstration, but I wholeheartedly agree with their right to have it.  PS demonstrators, it would help your cause quite a bit if you would use big US flags as opposed to the flags of the countries you left for this one.

Immigrants are human beings, legal or not, and have rights - it&apos;s in the declaration of independance and the constitution - remember them? It astounds me how hypocritical some can be about their own family history - how do you know that your kin came here legally? Not to mention that 2-3 generations ago immigration was a much easier process. Even if you disagree with the rally....this was wrong.

Plastic or rubber bullets are &quot;non lethal rounds&quot; made of compressed rubber that one could liken to a hockey puck, and when fired can leave a nasty welt, break bones and if fired at the head, cause blindness or death due to trauma. For this reason cops/security forces are trained to aim at the mid section of an adult. Of course, this is also about the height of a childs head, and the cops were firing excessively (240 rounds) into a fleeing crowd which contained many small children. Several children died this way in Northern Ireland under similar mindless firing. But never as excessive as 240 rounds. They are lucky they didn&apos;t kill someone. 

Not to mention that press who were prominantly wearing their required ID and who had every LEGAL right to be there were assaulted and kept from being able to do their jobs (restriction of the media is a fascist mo, by the way)The female reporter that they roughed up on camera from fox is actually the wife of a retired LAPD officer as well.
The actions of the LAPD are an embarrassment to LA and to the US. There are rules - if the cops don&apos;t follow them....&lt;/p&gt;</description>

What makes any of you think that the police reaction has anything to do with immigrant&apos;s rights? No one was asking for green cards before firing or issuing beat downs. What you have is an armed, organized, uniformed, tactical force exerting itself brutally against an unarmed assembly and members of the press. I agree that if someone throws a bottle, that person should be dealt with swiftly and arrested. But there is no excuse for the kind of action that the LAPD has taken here. Look back to Kent State for crying out loud, have we all forgotten the past so quickly?

The police did not break this up because it was disrupting traffic. They were telling everyone to LEAVE THE PARK, which essentially means that they are forced to enter the streets and create a chaotic situation which certainly escalated when these people step onto the streets and see lines of riot police trying to corral them in. 

Our families were all immigrants at some point (some illegal, no doubt), and everyone knows that becoming legal in this country used to be a LOT easier than it is now. Police repeatly asked the protestors to get office the streets. The protestors answered by turning bottles and cans. Know both sides of the story. We took lots of fun pictures including one with a giant walking sandwich. It was surprisingly peacefully and family oriented. There was a police presence ringing the park but I didn’t see any scuffles.

The whole incident seemed to be a completely unnecessary show of combative behavior by LAPD. If someone is down on the ground injured or scared out of their minds, the cops should be helping them up and moving them along rather than beating defenseless people with batons.

For obvious reasons, I&apos;m not sure these are questions that will be properly answered by this &apos;internal investigation.&apos;

And, as an aspiring journalist, the true eyes and protectors of this supposed &apos;police state,&apos; the fear of watching cops beat cameramen and TV reporters was truly sickening and shows firsthand the eroding respect for journalists in this country.
