<description>&lt;p&gt;LAPD harasment has always been a problem. ALWAYS. Force is not the answer. We have to get these people the medial treatment they need, the assistnce they need and slowly we can start to clean up the streets.  

Pushing people out of their camps makes them setup camps four streets over and the process starts again. &lt;/p&gt;</description>
