<description>&lt;p&gt;Won&apos;t Comcast/TimeWarner file a lawsuit against this proposal claiming it&apos;s &quot;government infringement on commercial trade&quot;?  And on top of that, they have contracts with California giving them sole fiber optic rights within certain areas of Southern California, namely, most of Los Angeles.  How&apos;s Villaraigosa gonna spar with that?&lt;/p&gt;</description>
