<description>&lt;p&gt;The twist in this tragic case is that the party that the council is throwing $50,000 after, the one who allegedly provoked the self-defense gunfire that killed the little girl, fled having never gotten a round out of his weapon, which reportedly jammed after he brandished it.

Self-defense or not, that these two men were not even charged with so much as a weapons violation such as unlawful discharge or possession is  reprehensible.&lt;/p&gt;</description>
