<description>&lt;p&gt;As someone who drives the 5North from OC to LA on a regular basis, it already bottlenecks at the area they are referring to due to all the exit lanes immediately after the 91 interchange. Should Orange County really put off their plans to improve freeways in their own county (which their taxpayers are paying for of their own volition) because LA County can&apos;t keep up? I also drive the 22 nearly everyday and the speed and efficiency of that construction project is amazing. &lt;/p&gt;</description>
