The population of San Francisco and San Diego counties combined is roughly 4 million, while Los Angeles County has to be up around 11 million (official census figures significantly undercounting the illegal immigrants who make up perhaps 25% of the county's population). So, on a per-capita basis, hate crimes are still two or three times more likely here than in either San Diego or San Francisco, but that's a lot less than 5x more likely.
I would imagine that the majority of hate crimes in Los Angeles County are brown-on-black/black-on-brown violence, too. One good fight at a high school in South Central is gonna result in 10+ hate crime indictments.
