The power is out. It has affected downtown, south Los Angeles, west Los Angeles and parts of the Valley. According to KCAL 9's news coverage, LA DWP says it is a mechanical failure at two of their receiving stations and the loss of power may be a result to some of the failsafes in place to protect those stations. Electricity is returning to some areas now.
Traffic appears to be rough throughout the city and people are stuck in elevators but no major problems have been reported.
Let's not go jumping to conclusions.
Update: Power should be back for everyone in the next 2 hours. Some overzealous cable cutting seems to be the culprit and it caused power failure in about 50% of the city.

The power was out about 1 hour here in Burbank (near Studio City). We're back online now.
Back to work...
The power has affected downtown.
We were out for a good hour, along with most of North Hollywood. But thankfully, if you're ever hungry during a power outage, Chinese Delight on Lankershim cooks with fire and still makes ass-kicking chow mein in the dark.
Viva Chinese Delight!
I just traipsed over to L.A. City Feeds and it seems like every keyboard jockey in the L.A. blogosphere jumped on this incident like it was The Big One.
Poquito Mas on Olive came through, too. They cook with gas stoves and took orders with the help of a calculator and steno pad. Viva la analog.
In Hollywood (specifically at Hollywood Center Studios), the power was out for about a minute, and then came right back on.
The traffic lights are still out, however.
Hey, Peggy, whatcha doin' at HCS? How's the old lot look these days? I was a stage manager there in the 90s.
