The End of the High Speed Chase?

A local scientist is developing a high tech way to end the dangerous but oddly entertaining car chases that seem to occur every two months or so in Los Angeles. With science straight out of a recent "Alias" episode, Eureka Aerospace in Pasadena is creating an EMP (electromagnetic pulse for those of you not hip on the latest in spy lingo) that could short out most cars built after 1982.
If this kind of thing catches on, only the least successful of criminals will be able to get away. What self-respecting bank robber or home invader is still driving their Dodge Dart or VW Bus from the seventies? What are KABC and the rest going to do with all those extra "traffic" copters when there is little possibility of another OJ Simpson-like jaunt up the 405?
